Krond Keights is a mountain range separating the country of Brandobia from the region known as the Young Kingdoms. Infested with brigands, orcs, hobgoblins, and other assorted nasties, the only “safe” pass is the pass linking P’Bapar and Napalido, known as Coniper’s Gap.
Coniper’s Gap is patrolled and maintained jointly by P’Bapar and Cosdol. The effort to keep this pass clear is supported by road taxes collected at waystations located outside of Napalido, at the summit of the pass, and outside the first town on the eastern side of the mountains. The tax collected varies with the number of wagons or people in the party, and pays almost exclusively for the salaries of the soliders that patrol the pass, as well as maintenance workers who work tirelessly to keep the road serviceable, even in winter. For the route east from Napalido, the tax is collected outside of Napalido and again past the summit. The westward route is collected outside of the town east of the mountains and again after the summit. The reason for paying 2 taxes is to support both nations, who maintain the pass together.
While people often balk at paying a tax to travel a road, the alternatives are not palatable. Stories abound of travelers leaving Napalido, attempting to cross the Krond Heights, and never making it out. This, of course, serves to lure many adventure seekers and treasure hunters to their deaths. Merchants know that paying the tax is a wiser course, no matter how much protection they have hired.
